The Delta Programme is devising a new strategy that takes climate change into account, the ‘multi-layer safety approach’, which involves establishing optimum safety from flooding in three different layers:
1. Prevention: protection by dikes and dams.
2. Sustainable spatial design aimed at limitation of damage and casualties in the event of a flood, e.g. adequate elevation of buildings and electrical equipment.
3. Crisis management: limiting casualties in the event of a flood, e.g. flood-free evacuation routes and educating civilians about how best to respond.
